		<abstract>In low bit-rate coding of images, it has been show that compression ratio can be greatly improved by eliminating information irrelevant to the human eye. In this paper we describe a technique for accomplishing this task. The image spectrum is decomposed in 10 sub-bands and, for each band; blocks of pixels are discarded if they do not satisfy thresholds of average energy. The benefits of this technique are reduction of pixels to be coded (typically to 15-50% of the original), low computational complexity and very little side information generated.</abstract>
